django-cities-light 3.5.1 and 3.6.0 releases, and jazzband move

Django-cities-light package was moved from YourLabs to JazzBand.

Also, 3.5.1 was released which adds Django 3.0 support contributed by @nguyencg.

And 3.6.0 was released which adds Subregions on top of that, thanks to @adamb70 and @Guts.
